File a complaint
Vitreo walks you through docketing your complaint, stating what happened, breaking it into specific allegations, tying each one to evidence, and, if you choose, swearing to it. Verified complaints publish when filed; unverified complaints publish after review.

Complaints are tied to an account so you can save drafts, respond to administrator questions, add people to help you, and supplement the record later.
Your complaints
How docketing works
- Docketing Statement. Who you are, who you are complaining about, your relationship to them, what they did, how it injured you, and where else you have complained. Your contact details stay internal.
- Administrator approval. An administrator checks the statement. On approval your case receives a docket number, for example AT-2026-10-08-CT-00001: category (AT attorney, JD judge, GO government official, GE government employee, OT other), date, jurisdiction, sequence.
- Build the complaint. Statement of facts, numbered allegations, and exhibits. Each allegation must cite at least one exhibit.
- Verify and file. A complaint sworn under penalty of perjury is ✓ Verified and publishes on filing. An Unverified complaint publishes only after editorial review.
The person you name gets a permanent, free right to answer on the same docket. Read the filing guide (how to write the complaint and docket exhibits) and the complaint content policy first.
Docketing Statement
This is the intake pleading an administrator reviews before a docket number issues. Fields marked internal are never published. Everything else appears on the public docket once the complaint is published.
1. Complainant
2. Person complained of
If this person is already on the docket, pick them in step 2 and these fields fill in.
3. Relationship and conduct
4. Where else you have complained
List every bar, grievance committee, judicial conduct body, inspector general, agency, court, or supervisor you have complained to about this conduct, and what came of it.
You can keep drafting the rest of the complaint while the statement is under review. The complaint itself cannot be filed until a docket number issues.
Who is this complaint about?
Search first so complaints about the same person share one profile. If they are not listed, add them. Once the Docketing Statement is approved, the administrator links or creates the profile and this step locks.

What happened
Allegations
Break the narrative into discrete, numbered allegations. Each should describe one act or omission, with a date, that you will support with an exhibit in the next step.
Add an allegation
Evidence
Upload exhibits, or link documents already published elsewhere, then link each allegation to the exhibit(s) that support it. Exhibits are lettered in the order filed and get a SHA-256 checksum so readers can verify them. Refer to them by letter in your statement of facts ("Exhibit B"); those references become links on the docket page.
Upload an exhibit
Or link a document published elsewhere
A court docket entry, a published decision, a bar or judicial-conduct ruling, a public filing. It is lettered like any other exhibit and the address is recorded with a checksum; readers follow the link to the publisher. If the document could be taken down or changed, upload a copy instead (or as well).

Attestation
Verification ✓ Verified
A verified complaint is sworn under penalty of perjury. It publishes the moment you file it and carries the verification mark. An unverified complaint is filed for editorial review instead and is marked Unverified when published. Swearing falsely is a crime; verify only what you know to be true.
Case team
Add registered Vitreo members to help you administer this complaint: a volunteer, a family member, or your counsel. Collaborators can edit drafts, upload exhibits, and file supplements. Only you can verify and file the complaint or change the team.
Status
File a supplement
Published cases can be supplemented with new developments or additional exhibits. Supplements are new docket entries; the original filing is unchanged.
