Terms of Service
Effective September 30, 2026. Draft for the pilot; subject to review by counsel.
1. Agreement
By using Vitreo.org (the "Site") you agree to these terms, the privacy policy, and the complaint content policy, which is incorporated by reference. If you do not agree, do not use the Site.
2. What Vitreo is and is not
Vitreo publishes statistics, commentary, and third-party complaints and responses concerning the professional conduct of attorneys and judicial officials. Vitreo is not a court, bar authority, or judicial-conduct commission; does not provide legal advice; does not investigate; and makes no finding that any allegation on the docket is true. Nothing on the Site creates an attorney-client relationship.
3. Accounts
You must provide accurate information, keep your credentials secure, and be at least 18 years old. You are responsible for activity under your account. Vitreo may suspend or close accounts that violate these terms.
4. Content you submit
You retain ownership of what you submit. You grant Vitreo a worldwide, non-exclusive, royalty-free, perpetual license to host, reproduce, display, index, and distribute your submissions as part of the docket and the Site, including in archived form, because the docket is designed to be a permanent public record. You represent that you have the right to submit each exhibit, that each is authentic, and that your statements are true to the best of your knowledge. You are solely responsible for your submissions and for any claims arising from them.
5. The docket is append-only and public
Once filed, complaints, responses, and exhibits are not edited or deleted at a user's request except as provided in the complaint content policy. Corrections and new developments are filed as supplements. Closing your account does not remove filed material from the docket.
6. Prohibited conduct
You may not submit content you know to be false; impersonate another person, including a respondent; upload malicious files; attempt to access other users' accounts or non-public data; scrape the Site in a way that burdens it; use the Site to harass or threaten anyone; or use the docket to seek payment or any other advantage from a respondent in exchange for withdrawing or softening a complaint.
7. Paid services
Where Vitreo offers paid assistance in developing or maintaining a complaint, the scope and price are stated at purchase. Payment never affects whether a complaint is published, how it is assessed, or a respondent's right to reply, and does not buy a result. Fees for assistance are not refundable once work has begun except as required by law.
8. Respondents
If you are named in a complaint you may claim your profile and respond without charge, subject to identity verification. Responses are governed by the same content rules as complaints.
9. Intellectual property
The Site's design, text, data compilations, and software are owned by Vitreo or its licensors. Vitreo's own statistical compilations may be reused with attribution. Docket content belongs to its authors and is licensed as described in section 4.
10. Disclaimers and limitation of liability
The Site is provided "as is" without warranties of any kind. Vitreo does not warrant the accuracy of third-party submissions. To the fullest extent permitted by law, Vitreo and its volunteers are not liable for indirect, incidental, special, or consequential damages, or for any amount exceeding the greater of $100 or the fees you paid Vitreo in the twelve months before the claim.
11. Indemnity
You agree to indemnify and hold harmless Vitreo and its volunteers from claims arising from your submissions or your breach of these terms.
12. Governing law and disputes
These terms are governed by the laws of the State of Connecticut, without regard to conflict-of-law rules. Any dispute shall be brought in the state or federal courts located in Connecticut, and you consent to their jurisdiction.
13. Changes
Vitreo may update these terms. Material changes will be announced on the Site, and continued use after the effective date constitutes acceptance.
